The North Carolina High School Athletic Association Board of Directors ended its three-day winter meeting on Wednesday at the Simon F. Terrell Building here.
The meeting concluded with a press conference where executive director-elect Davis Whitfield, currently associate commissioner of the Atlantic Coast Conference, was introduced.
Whitfield addressed the Board and media and then a reception was held in his honor. He spoke about continuing the NCHSAA’s legacy of service and leadership while continuing to build relationships and develop consensus.
The Board also took some actions honoring retiring executive director Charlie Adams. The main conference room in the Terrell Building has been named the Charlie Adams Conference Room. A Distinguished Service Award for regional meetings, one per region, was established to start in the fall of 2010, and the Most Valuable Player award given in the men’s basketball championships will be named in honor of Charlie.
In addition, Brooks Matthews, principal at Triton High School, was named as vice-president of the Board to replace Daryl Barnes, who is retiring.
Among the other action items which were approved by the board included:
—a committee will be convened to study size of playoff brackets in all sports, number of games, etc., to report to Board at May meeting with recommendations
—approved 2009-10 budget, with conservative estimates of revenue, at about $3.1 million, under last year’s actual total; noted that there are some drops in corporate revenue;
—recommended specific idea to account for playoff dollars from teams who later are disqualified from the playoffs: distribution of moneys when a team which later forfeits and has to return money to NCHSAA as a result would go into fund that would help to offset expenses for extreme travel, etc., in football playoffs
—the Most Valuable Player awards given for women’s basketball championships will be named in memory of Kay Yow
—recommend that the NCHSAA seek immediate affiliation with Orange County schools and with that, recommend that the Orange County superintendent would serve as ex-officio member of the Board and serve as member of finance committee
—approved insurance program with no increase in any premium; catastrophic is mandatory but others are optional
—approved regional meeting schedule for 2010 as presented, with Region 8 meeting to be held at WRESA
—approved incident and penalty report as presented
—approved $25 late fee for official registration after two-week initial late period, which carries additional $5 fee
—booking agents will have to undergo an annual renewal process by which they are accountable to NCHSAA, with deadlines to file with Association to provide time to review
—adjustment to selection process for booking agents: add to the process that the “search committee would make recommendation to the Supervisor of Officials (or designee) and an interview would be conducted by the NCHSAA before approval of recommendation for presentation to NCHSAA Board”
—approved change in policy in all sports: if a team is disqualified due to an ineligible player after the first round of the playoffs and won the opening round game, the losing team will advance in its place
—approved draft playoff calendar for 2010-11; changes in playoff structure, etc., could create some adjustments in calendar; fall sports start date would be set in draft of August 2
—approved lacrosse playoff structure: 32 team bracket for men, 24 for women
—recommended that the revised NCHSAA Pre-Participation Form for physicals become mandatory to satisfy the eligibility requirement, beginning 2010-11, without the optional statement about vaccinations
